Regulatory Reform (Fire Safety) Order 2005:

As you may be aware there has been the introduction of some new fire safety legislation. The RRO has brought about some new changes for business, and will reinforce some old ideas, such as Fire Risk Assessment.

Whilst a lot of the changes should not be too difficult to deal with inside your business, there is now a requirement for you to manage your own day to day fire safety arrangements.

Responsible Person:

This is the person that has control of the business or workplace, the responsible person in now a named individual that will be held responsible for any breaches of the new legislation, ideally if you are wondering who this may be, the person that signs the Health & Safety policy may be an obvious choice. This does not mean that this person has to have fire safety knowledge, they can nominate other to carry out these duties, however the law is now designed to ensure that it is still the responsible person that will be heal accountable.

You can manage your general fire safety using a Fire Safety Log Book, you may already have a log book in operation, please ensure this is completed regularly. Log books are available from Safety Management (UK) at a cost of £5 plus VAT each.

Fire Risk Assessment:

Whilst this has been a legal requirement since 1997, you will now find the Fire Service enforcing FRA vigorously.

Your assessment must be completed by a competent person, ideally from within your organisation, but if you do not have this facility internal you can outsource this task. We can assist you in completing your FRA.

Your FRA should contain a written description of your premises, detailing the nature of use, the construction etc. You should also avoid just using a tick box format. You may be able to obtain additional information from you local Fire Safety Department within the local fire station.

Your assessment should be re assessed within a period consummate with the risks within your workplace, normally every 12 months would be a good starting point.

Should you decide to employ an outside organisation to conduct your Fire Risk Assessment on your behalf, below is a rough guide to our costs:

Office, 2/4 rooms, small shop £80 - £140
Large Office, 10/50 rooms £140 - £300
Small Pub £125 - £175
Large Pub with ltd. accommodation £200 - £350
Hotel 30 rooms £350 - £450
Hotel 50 rooms £450 - £550
Hospital 30 beds £700 - £900

Competent Person:

This is the role filled ideally by someone within your organisation, however should you not have this facility available then you can outsource this facility.

You will however already have a number of competent persons assisting your organisation, for example the company that services your fire extinguishers (annually), your fire alarm, emergency lighting servicing companies. Ensure they complete your Fire Safety Log Book after each visit.
